Purpose & Access Model

This dossier governs access, verification, and chain-of-custody for controlled protective equipment allocations.

We do not operate a public checkout. Allocation is screened. Documentation is issued only after verification.

1) Eligibility & Screening

Allocation is evaluated on a minimum-viable set of criteria:

  • Jurisdiction (destination country/region)
  • End-use (personal resilience / household continuity)
  • End-user (the applicant is the final custodian)
  • Time sensitivity (requested delivery window)

Applications may be denied without explanation.

2) Required Verification

To proceed beyond initial contact, we request:

  • Full name (or legal entity name if applicable)
  • Destination country + city
  • Intended end-use category (select one)
  • Confirmation of end-user custody (yes/no)

We do not require sensitive personal narratives. We require compliance clarity.

3) Compliance & Restrictions

Products may be subject to export controls. By requesting allocation, you acknowledge:

  • No resale, re-export, or transfer without written approval
  • No prohibited end-use, prohibited end-user, or sanctioned destination
  • Allocation is void if misrepresentation is discovered

4) Documentation Issued

Once verified, you will receive an Allocation Packet containing:

  • Allocation confirmation (tier, quantity, delivery window)
  • Invoice + payment instructions
  • Chain-of-custody terms
  • Warranty scope + returns policy

5) Delivery & Chain-of-Custody

This program treats delivery as custody transfer. Packaging is sealed for custody integrity. Tracking is issued upon dispatch. If a destination is operationally compromised, routing may be delayed.

6) Payment & Invoicing

Allocation is finalized only when invoice terms are satisfied. Invoicing is issued after verification. Chargebacks are not compatible with controlled allocation custody transfers.

7) Non-Refundable Components

This is not a commodity purchase. Warranty covers manufacturing defects. Returns are restricted once custody transfer is confirmed (especially if seals are broken). Allocation fees may be non-refundable.

8) Limitations & Risk Disclosure

Protective equipment reduces risk under defined conditions; it does not abolish risk. Performance is scenario-dependent. No guarantee of survival is implied. This dossier is not medical, legal, or operational advice.

9) Data Anchor (Audit Trail)

Our strategic framework references public fiscal data:

>> Treasury Fiscal Data — Interest Expense on the Public Debt Outstanding (for audit consistency)

10) Contact & Response Standard
